Change the plattform for submitting Proposals#1569

As at Hive player who submit proposals can catch a lot of downvotes, in the post itself but also in the comment section and obvisiouly a whale misuse his Hivepower to attack Splinterlandsplayer there I suggest to change the plattform for submitting proposals.
